Abstract
La educación superior pública en Colombia es un servicio público a cargo de dos clases de entidades; los entes autónomos por un lado y los establecimientos públicos que pueden ser instituciones técnicas, tecnológicas, universitarias y escuelas tecnológicas por otro. Sin embargo
salvo en lo referido a la autonomía para darse su propio marco legal interno y en las facultades contractuales no existen en la constitución, la ley y la jurisprudencia, mayores diferencias en su estructura administrativa, en sus objetivos y funciones, en su responsabilidad social que justifiquen mantener esta distinción para la prestación de un servicio esencial para la vida de los colombianos.
The public superior education in Colombia is a public service that is in charge of two kinds of entities: on the one hand for the autonomous entities and on the other hand for the public establishments that must be technical, technological and university institutions. However, except for referring to the autonomy to give itself an internal legal framework and the contractual faculties, there is no law or jurisprudence, there are no great differences in its administrative structure, its objectives and functions, in its social responsibility that justify to keep this distinction in order to give an essential service for Colombian people’s life.
