Abstract
El sistema de participaciones es el eje articulador del proceso de descentralización en Colombia. Cualquier reforma que se efectúe a dicho sistema afecta dicho proceso
y desconoce la pretensión de la constitución del 91; de mantener una república unitaria pero descentralizada con autonomía administrativa y financiera de sus entidades territoriales. El desarrollo legislativo del sistema debe conservar en esencia lo previsto en la constitución política permitiendo así el desarrollo regional y local y la inversión en los sectores sociales más sensibles de la comunidad.
The participation system is the core of the decentralization process in Colombia. Any sort of reform carried out to this system affects it and fails to recognize the objective of the 1991 constitution of keeping a unified republic but a decentralized one with administrative and financial autonomy for its different states. The legislative development of this system must preserve the essence of the political constitution by allowing not only regional and local growth, but also investment in the weakest social areas of the community.
